I think it has to do with the water and glass changing the angles of the light beams, so you perceive he is sitting somewhere different to where he actually is.
I've just done light reflection/refraction with my son and yes, it's just the way the light bends as it leaves the water that makes you think that the person is so weird.

And my physics-teacher husband reminds me that the correct term is "diffraction", pretty amazing diffraction at that!
